Capacity Building is much more than training. It includes human resource development that is the process of equipping individuals with the understanding, skills and access to information, knowledge and training that enables them to perform effectively. Secondly, organizational development, which is the elaboration of management structures, processes and procedures, not only within organizations but also the management of relationships between the different organizations and stakeholders. Thirdly, institutional and legal framework development that is making legal and regulatory changes to enable organizations and institutions all levels and sectors to enhance their capacities.
It is the perpetual progression of an individual or organization to perform more effectively. It includes the human, scientific, technological, organizational or resource capabilities of the nationals of a country or of the team members of an organization. It aims to upgrade the ability of team members that can enable them to address problems related to policy formation and implementation.
